If the bill is passed the program would start in 2016 and include 5,000 volunteers. DeSaulnier hasn't said what the cost would be per mile, but it would probably be between the .9 and 2.2 cents per mile recomended nationally by the Government Accountability Office. Oregon's program will charge 1.5 cents per mile.
